Stormcharger's 30% phys to lightning is wasted since we already have 100% from gloves/gem.

The only real stat you end up benefiting from is the shock effect... might be better go for high life boots if your resists are already good (also, always good to have at least 109 resist so you're still at 75 in Elemental Weakness maps)

Setups tend to be Brightbeak+Shield for mapping (fast shield charge = faster mapping), dagger+dagger or dagger+sceptre for boss (dagger for whirling blade, scepter because they make very good stat sticks which boosts your damage through the roof)
