The only difference between me and you are 6l inpulsa's and gem quality. I have no issues with endgame.

On all of them.
You open up poe wiki and look which ones are better at 21/20 and which ones are better at 20/23. Same goes for prioritising.

Portal gem, Flame Dash (to go over cliffs etc.), Lightning Golem (dies in higher tier maps though), Blood Rage for Frenzy Charges (the degen is annoying), Decoy Totem (helpful in some situations), Heralds linked to Empower (since you are not MoM) or Enlighten (allows for an extra aura e.g. Arctic Armor / frees up some mana for MoM).

First of all, your BV is only level 17, so levelling that to 20 will help a lot with damage. Getting quality on your BV support gems and Heralds will also help a bit.
Your weapons aren't the greatest in the world, but damage should not be a problem with this build. I don't understand how people can play without attack speed though, you must move at a snail's pace x)
All in all, I don't see huge problems with your character though.

Why wouldn't we? Beacon of Ruin means that as long as we deal any amount of cold damage, the enemy gets chilled by at least 10%, so Hypothermia applies after the first hit. https://pathofexile.gamepedia.com/Beacon_of_Ruin

Stick to your Tabula until you can afford Inpulsa's. It's massive for this build so I wouldn't delay getting it.

I like it, here's me after week 1, level 92. Probably look at some good weapons next.

Don't really see the point in duration on blade vortex as anything that isn't a boss dies instantly on low stacks anyway so I went BV damage enchant instead, guessing the guide suggests duration instead for clear speed in maps?

I dont mean "increased Damage if you have Shocked an Enemy Recently"
I mean "increased Effect of Shock"

Maybe its the shockdurration but in PoB i see only ignite duration/stun duration.
And the stun duration is always the same no matter wich inpulsa i virtually equip
(one with "25% increased Effect of Shock" and one with "35% increased effect of shock")
