if you mean literally the highest shaper dps possible on any character i think it's a mirror foil blade flurry full ele conversion inquisitor with a lot of physical damage added as extra ____
but theres probably something insane that isn't really viable but gives absurd dps

this too it does absurd damage but isn't viable with only 6 portals . like think of shaper you need to do the first 4 bosses then theres 3 phases and a mini star boss between that. even if you 1 hit all the bosses there's still not enough portals
