Old thread, I know. But just throwing in my 2 cents at what worked for me to possibly save time for others.

Exactly what Junnyappy said. Once I changed Secondary Logon to Manual, it started immediately. I had PoE up already, and one second "Checking Resources...", then I apply the change and it starts downloading the update properly.
