Your hits always ignite don't work

I played with burning arrow firstly and changed skill for Flames of judgement/Storm of judgement (Atrziri's rule staff)

In each case always ignite didn't work in game and is not noticed on the skill page details in game.


I hope i didn't do a mistake.
