Winterweave Reverse Chill Not Triggering Via Self Chill

Winterweave ring's reverse chill is not working when the chill is triggered via Scold's Bridle and a modifier that causes a portion of physical damage to be taken as cold (e.g. Shaper's armor affix). The chill is applied and can be seen as a debuff, but it has no effect whatsoever, either slowing or quickening.

The Auxium belt was used in testing with low ES to trigger maximum chill effect of 30%. The ring and reverse chill is seen working normally if the chill is triggered by a monster hitting the character and causing a chill, so the issue seems to be just with self inflicted chills.

Chill duration calculation is based on attacker's cold damage dealt, not based on the damage taken by the defender. If the original hit didn't contain any cold damage, you won't be chilled (even if you convert his damage into cold). It's kinda lame for the purposes of that ring.
So why we can see the debuff on top of the screens, that indicates that we are chilled? That doesnt make any sense

Thanks for your report.
After testing this, the Chill debuff you gain from Scold's Bridle IS affecting you, however because you gain an "Action Speed" buff/debuff, this won't be reflected in your normal tooltips (such as Attacks/Casts per second, or Movement Speed). There is a noticeable increased in Attack/Cast/Movement speed however.

EDIT:
The effectiveness of the Chill is based on how much damage you do to yourself.
For testing, I was using an ability that cost 119 mana, I had 75% Cold Resist and 25% of Physical Damage taken as Cold, this resulted in 6% MORE Attack/Cast/Movement speed with the Chill on me.
Upon removing all Cold Resists (down to -75%), the chill would give me 30% MORE Attack/Cast/Movement speed.
