Chat: Ignoring account or character?

Here's a weird issue I just ran into. I'm playing, having a fun time and all that. Then some guy start acting weird in the chat, and to put it short, I tried to put him on my Ignore-list. But to my surprise, I wasn't allowed to do it because I had already put the account on my Ignore-list? Is this a bug? I don't mind putting the whole account on the Ignore-list, but why then do I still see him in the chat when he's using a different character? And if I only ignore the character, why can't I add the other character, as the account is on the Ignore-list? Personally, I think ignoring the whole account is the best. AFter all, if a person is acting like a jerk on one character, chances are (s)he will do it on his/her other characters too. Adding individual characters work too, but if so, I need to be allowed to add characters even if the account is on my ignore-list already. Either is fine. ;)
