How do I remove an effect from a weapon?

I read they're going to be reusable now and you don't need to buy anything to remove it, how do I do it though?

Go into micro-transaction menu and there should be a button or something to retrieve them again

So, you can purchase one weapon effect once and use it on different weapons as many times as you want?
