BUG - Bandit Lords Respawn After Quest Completion

As the title says, after I completed the quest "Deal with the Bandits" by killing all three of them, all of the lords re-spawned in their respective areas. I also have the combined Amulet in my inventory and have already talked to the NPC in town who told me to throw it away in some deep area.

Bandits still appear after restarting the client and starting a new instance.

I believe the way I went about this quest was:
1) Talk to Alira but make no choice (waypoint out of the area)
2) Talk to the NPC in town and accept the "Deal with the bandits" quest
3) Talk to Kraityn, ally
4) Travel through Vaal Ruins, undo the seal.
5) Talk to Oak and choose to kill him (he knew I allied with Kraityn still gave me a choice to ally or fight)
*Note* Midway during this fight I ported to town once to refuel my pots, spoke with all 3 NPCs who had exclamation marks over their heads due to the seal being undone.
6) Go back to Kraityn, refuse to give him the 2 items and kill him
7) Port to town and turn in quest, keep combined amulet in inventory.
8) Go to Church Dungeon and do "Through Sacred Ground" quest, then turn in.
9) Revisit the Bandit Lords' camps.

All 3 camps reappeared. If you speak to Oak, he says one short line which basically meant he was going to kill you quickly, then the fight begins. Porting out of the fight then back makes the enemies non-hostile (I've been afk for probably an hour).

I didn't speak to Alira or Kraityn again



After restarting the client and going into a new instance
