Let's see whats the maximum cast speed one can obtain!

Level 21 (+1 gem item) 20% Faster Casting = 50%
20% LMP = 10%
20% GMP = 10%
20% Culling = 10%

Level 22 (Alpha's Howl) Haste + Inner Force + Matuna Tupuna = 17%
Alira = 4%
Every cast speed node = 55%
1 rings with max cast = 7%
Stone of Lazhwar = 15%
2 wands with max cast (22% each) = 44%
Locational Caress = 15%
Asenath's Mark = 15%
Death Rush Onslaught buff + Inner Force = 23%
8 Frenzy Charges (Kraityn + Darkray Vectors) = 40%

Total: 50+10+10+10+10+17+4+55+7+13+44+15+15+23+40 = 325%

*Certain skills such as lightning warp and portal have +cast speed/quality but I decided not to include them as they aren't global (I think).

Practicalities? Pretty much none.

EB is needed to "sustain" the massive mana costs of the ridiculous cast speed. Just kidding, you still can't sustain it unless you maybe forgo everything else for mana regen.

For reference: Lvl 1 Spark (5 mana cost) with the listed supports goes to 5*2*1.5**1.1*1.1*1.2 = 20.619 mana/cast. Base cast speed of 0.65 sec becomes 6.538 casts per second, for a total of almost 135 mana/sec. Bear in mind that this is Level 1. Level 20 Spark will cost you over 780 mana/sec (lol).

If you make your entire passive tree focused on exclusively mana, life, and cast speed, you might be able to do it.

They are global in the sense that they stack additively with all other cast speed sources. They obviously only apply to the spell being cast, though. You could get 60 cast speed from a 20 quality Detonate Dead, but that's only for casting DD (much like IPD on your Heavy Strike doesn't increase your Ground Slam dps).

Just imagine a dual sparker with all this cast speed in hc or onslaught. He could wipe out entire parties when combined with summons.

With max cast speed u need totems to do the casting for you so you don't spend so much mana :3
so dual totems would be good I think
