Experience penalty during leveling in campaign

So far the system that is implemented in the game doesn't feel good at all. I leveled few character during the current 0.4 league and it always the same.
For those who don't know, there is some kind of penalty when you are being underleveled 3 or 4 levels than the current instance level. It means you getting less XP in general until the gap is close to 1 or 2 levels above. I am an experienced player and I am noticing the same thing over and over again. I know what I am doing, I am running with a reasonable pace but somewhere in the middle of Act 2, I am always being underleveled despite that I am in the pretty much comfortable state. Monsters dying, bosses dying. So I am sometimes just stop and start "farming" instances which is annoying thing to do. I just want to move forward. So what is end up happenning, if I am not ridiciously slow I am ending the campaign at Level 59, having huge decrease in exp gain. The problem is that every Interlude zone in the campaign becoming level 63 and endgame mapping starts from Level 65. So again I am ending up "farming" for exp in campaign zones for quite a while. I don't know but the idea of being punished by being slightly fast in the campaign is kinda lame. I think I should be rewarded for taking enemies above my current level, so the experience gains should scale according to the diffirence. Because right now I don't understand why it should be the way it is. Having bigger level means nothing in this game. You just gain couple few passive skill points. Skill gems does not appear faster because those are tied to the certain instance levels. I don't really wanna cleaning up every zone that I am in. I've just assumed it was to prevent powerleveling.

They keep it in because the mechanic gets their addict and whale players to spend more time in game, making them more money.
Not going to be removed. They didn't remove it when the forums had thousands of posts about it on EA release. And now they've settled right back into their seasonal releases aimed at funneling them to the store to buy the newest league goodies.
