Does Leech Life III has the same function as Fast Metabolism?

Leech Life III:Life Leeched by Supported Skills is not removed at full Life.

Fast Metabolism:
Life Leech effects are not removed when Unreserved Life is Filled.

So if I'm just using one skill, can I put Leech Life III in the socket to have the same effect as Fast Metabolism?
