Divine Orb Rerolled Implicit AND Explicit Modifiers

Hi -

I was crafting a solar amulet and was starting to divine orb the amulet to reroll the explicit modifiers, but the divine orb started to reroll both implicit and explicit modifiers. Pretty certain this is a bug. Please review bug report reference 564,628,330.

Went through about 6-8 orbs before realizing.
