Minimum Usage Time for all abilities

Why should only warrior type classes have all the fun. Make it, that bow and magic players can enjoy seeing their character dancing, too.... and especially dying before the actual animation ends.

Swinging a hammer is definitely faster as to draw an arrow or to cast a spell from all means. Therefore just give them also a minimum usage time on all the abilities.
