Vaal Temple - Restricted Rooms Filled With Normal Rooms - Unable To Progress

After defeating the royal access room I was given 'restricted' rooms to place into the 'restricted' slots. I placed one restricted room and then big brain realized I could put in 'normal' rooms from my medallions. I didn't realize you *had* to place three restricted rooms. Now I am stuck on this screen and cannot close the temple.

I tried holding Ctrl + clicking both the console and the 'place a room' button but neither had an effect.

When I hover over the "place a room" button it tells me to 'Place up to three restricted rooms before continuing".

Do I just need to get three more crystals and hold Ctrl? I've been able to start the temple with less than six crystals before. Not sure if that is intended or not.
