All your damage would contribute to shock buildup, but you can't shock. The negative property overrides the other.

Elemental Focus prevents all elemental ailment applications. No matter how much given elemental damage you have or other sources to cause elemental ailments. With this support gem the ability that have it in will not cause those elemental ailments.

"All damage contributes to shock" just means that if you use frostbolt that only deals cold damage it will not have a shock chance since shock is based on lightning damage you do, but with that ascendancy node your cold damage "counts" as you dealing lightning damage towards shock ailment and now it gives you a chance to cause shock.
