minion + charge question

hi i try build zombies with Lochtonial Caress Tempered Mitts ( Share Charges with Allies in your Presence ) i feel like power charge not do nothing to minion even they have 3 power charge, Does Poe 2 have the same effect as Poe 1 for the power charge? ( 200 % crit chance to minion )
