Tribute cost of rare omens

I spent about 600 hours playing poe2. Really cool game, i can play it 24 h per day. but i struggling with late game proggression. Today i've seen an omen of Dextral annulment for the first time (in 600 hours). It costs 26000 tribute. I didnt even guess that valuable omens cost so much. Usually my tactic is run single ritual tablet to have ritual altars in every map. Once ive spot something valuable, i will defer it, return to the hideout, rebuild ritual atlas to maximize tribute gain, than take my best ritual tablets and dive into the maps for the omen. But 26000k omen costs me about 3900 tribute to defer. Ive finished 4 altars for total 2600 tribute. it feels like evil mockery, i cant defer it without any tribute spent. Should i play for hundreds hours running every single map with multiple ritual tablets, which i cannot sustain, because their drop chance is rare. Should my tree be configured for the maximum tribute gain instead of increased chance to spot omen, or extra rerolls.

I'd like to have an opportunity to claim rare omen if i spot it in my altar without significant efforts. It's enough that i see it once in a lifetime.
