Defensive Tech Interaction that SHOULD work but doesn't

Here I am sifting through unique pieces thinking of ways to make unique builds work. I stumble upon the Bitterbloom Chestpiece. It's been in the game since the game started and as far as I am aware no one has ever touched it. But then I thought to myself that we have a new mana Flask that is always active...
So here is the core of the Defensive tech. Bitterbloom: 100% Increased Energy Shield +100 to max mana 50% increased Energy Shield Recharge Rate Energy Shield Recharge starts when you use a Mana Flask Lavianga's Spirits Mana Flask: This Flask cannot be used but applies its effect constantly So what I was hoping for was that since the Flask is always actively being "used" it would trigger Bitterbloom's ES recharge 100% of the time. First off, I get it. GGG is very particular about wording. So technically since you are not hitting the button to trigger the Flask it won't trigger Bitterblooms recharge. HOWEVER what constitutes "usage" because I am fairly certain we can ALL agree that mana regen used for skills IS in fact "Using" the flask. Quite honestly, I don't see why this shouldn't be working. It's not game breaking by any stretch. We have to sacrifice our Chestpiece first off, that alone is a LOT of defenses taken away since Bitterbloom is HORRIBLE in terms of defensive stats. I'm surprised it requires level 5 even, considering how painfully low the Energy Shield is on it. Which is 70 Energy Shield without quality btw if anyone is asking. Not only do we lose our Chestpiece and have horrible defensive stats overall Energy Shield is and has always been a light layer of paper mâché over Health anyways. Yeah sure it is great when you have 6K+ Energy Shield but you have to heavily invest to do so and the VAST majority of that investment is your Chestpiece. Because I mean a pure Energy Shield Chestpiece alone without even trying extremely hard to get the most Energy Shield possible will get you around 800 Energy Shield by itself. Invest in making a perfect Energy Shield Chestpiece and your looking at about 1200 Energy Shield. Now considering at the absolute pinnacle of gear the Bitterbloom can only give you 115 Energy Shield as a Chestpiece... Yeah... that is a huge handicap. Energy Shield as a defensive option has always required ludicrous amounts of it just to be comfortable. I'd argue that this particular tech should be allowed because it would enable Energy Shield builds to be useable outside of having absurd amounts of it. It would also make Hybrid defensive builds much MUCH more common since the paper mâché layer would basically feel like something made out of metal instead of paper. Sure someone will still make a 10K Energy Shield build... maybe. Without a Chestpiece that would be really impressive. But at that point I think they earned the defensive tech involved. Anyone else agree that this should absolutely be a Defensive Tech that should work? Because the more I look into the tradeoffs the more I see a lot more build diversity. Using flask - pressing flask, it's that simple.
IT LITERALLY SAYS: "This Flask cannot be used" How having permanent es recharge is not gamebreaking? Its stupidly OP. I can have over 10k es without body armor, with some investment i can have 6-8k es recharge, you think its normal that 10k es build can have 6-8k es recharge which in this case is es regen?
