Citadels are missing on the Atlas in 0.4 !!!

I’m playing a level 93 character. I wanted to do the Arbiter to upgrade my tablets, but I don’t see any Citadels on the Atlas map. I thought about buying an entry, but it’s way too expensive for a non-pro player. So I went back to the Atlas and searched around 50 hexes in every direction, and I still couldn’t find a single Citadel. Are you sure this is properly balanced? In previous patches, after moving a bit away from the starting area, Citadels were clearly visible quite quickly. Now, after this “improvement,” there are none at all.

Did you go to the Burning Monolith? You also should go in one direction only, you need to have a certain distance from the starting point.
