Rise of the phoenix unque shield has mismatching in vaal orb modifier values.

Poe2 wiki says that Rise of the phoenix shield has +(2-4) to Level of all Fire Skills as one of the four possible vaal orb modifiers. But it seems like it's not true and in game you get only +1 to Level of all Fire Skills. Is this supposed to be this way? Or it is the problem with the wiki?
