Scenario: - You think some supports add to the gameplay - They aren't being picked enough - You don't wanna buff them into problematic territory You could give them out as low level rewards. Reward those who actually will use said supports. Examples: - Blindside early - Life Drain (cull utility) - Profanity (corpse requirement) - Armour Break I - Bounty I - Frenzied Riposte Taking any of these early is bait. Either do something with these or just remove lower tiers. I recommend the approach I suggested because it adds choice rather than just serving as bloat. Early on, we have so many holes in our gems anyway. Rather than blatant power creep through dropping more supports, do this.
