Thawing Charm chages bug

Something is wrong with Thawing charm
orginali it have 40 charges but for working i need to use charm with note "incrased charges@ becouse this charm show viable to use when i got +45 charges... its normal? someone have similar problem?

Any chance you are using ingenuity belt from ritual boss? it can have "increased charm charges used" which makes your 40/40 thawing charm to use 41+/40?
