Decimating & Culling Strike order of operation

Does Culling Strike determine threshold before or after Decimating Strike happens? Potentially a Decimating Strike can make an enemy go below the Culling threshold (assuming substantial scaling) - so it depends on which of the two strikes gets resolved first.
