Crossbow in slot 2 not swapping

My witchunter skills bound to weapon in slot 2 are not working. All skills are assigned to appropriate weapon slots and all stat requirements are met. Tried various crossbows and combination of skills binding to weapon 2 and it's always the same. Only skills bound to weapon in slot 1 are working. On my druid both slots are switching in order. Please help.
