Shocked Ground should work like the new Ignited Ground

Recently, Ignited Ground was changed to apply a fixed-duration ignite repeatedly. Sadly Shocked Ground didn't get the same treatment, and I wonder why.
As it stands, Shocked Ground applies a strange infinite-duration shock to the target that immediately disappears as soon as they leave the shocked ground. It also overrides all other shocks on the target, meaning that even if you apply a stronger shock with your skills, as soon as the shocked ground disappears your shock will also be gone, even if it had plenty of duration left. There are just a number of ways where shocked ground is actually a negative for builds trying to play with shock magnitude and duration, or skills like Primal Strikes, or passives where you consume and reapply shock - because this weird perma-shock cannot be consumed either. Long story short, almost all of this would work much smoother if Shocked Ground applied a 4 second shock every 4 seconds that expired normally if the enemy left the area and could be consumed.
