Suggestion: raise base skill speed, lower skill speed increases

Is it just me, or does it feel like all skills are arbitrarily kneecapped in their speed because of how high skill speed can be raised? Here are my major pain points:

1. At the start of the game, visually impressive yet slower actions are rarely worth using. Many skills you get early on feel like they only truly 'function' with at least 10-15% increased skill speed.

2. Most of my skills functionally have -1 Support Gem slots because one of them has to go to increased skill speed.

3. Skill speed is way too important on weapons (and gloves for attack-focused characters). The game already has many modifiers that feel mandatory on equipment (+X Skill Level, etc), and with a pool bloated with borderline useless modifiers, and where high-level items can roll crazy low-tier effects... It creates a lotta junk. There's something unfun about having to stick with the same weapon for dozens of hours because it has an insane roll for skill speed.

To clarity: I'm not a huge Diablo-style ARPG person. I love action games and action RPGs, but I'm not a fan of "ARPG" games at a baseline. I've never been a "lifestyle" player, dedicated to just one game for months at a time.

Anyway, it seems that crazy increases in attack and spell speed are standard in these games. I'm sure that's dope in games with a less involved action layer, but from an action game perspective, having such a gulf between minimum and maximum player action speed is insane. And on the RPG layer, it makes high-roll items too "sticky", and I'm not swapping out my equipment as much as I'd like.
