Cast On Critical sometime didn't work even have enough spirit

When i play, sometime my COC doesn't work even it still work well before that. I have enought spirit to enable COC and other spirit skill, but only the COC that doesn't work

And one think, when this issue happen, weapon set 2 still can use COc but weapon set 1 can't
