Hand of Chayula application of Temporal Chains not overwriting Blasphemy's

If I'm using both Hand of Chaluya and Blasphemy, and running Temporal Chains in both, Blasphemy overwrites Hand of Chaluya's slow (or never allows it to apply), despite the magnitude of the Hand of Chaluya curse being much greater.
