When you lock wepon slots it will still switch to the other wepon even when locked from it

Ill have a skill locked to wepon set one it will randomly switch to wepon set 2. Can yall acually treat it like an early access and not a full release game. So many side bugs makes this game a slog this is why most just build to not even know and end game moves are yet tall nerf all thay instead of fixing they bug and messing with that stuff later.Why are we so restricted in poe2 that po1?
