Cleansed an area did not get the boss for my points.

Hya like the title says,

I cleansed an area at a lvl 12 waystones, and the quest was 9 plus.

It cleared the area, they are cleansed now bit the boss for my quest points gailed to spawn.

And i think i am freaking unlicky, but the amount of red zones i have found is so bad, i am level 86 and havent even found to clear the level 9+ one.
