High-level characters can still get energized crystals from campaign zones using local co-op

Local co-op can be used to bypass the recent hotfix if one of the characters is within level range of the campaign zone. Saw it mentioned on twitch and tested once myself.

Steps to reproduce:
1. Start a local co-op session with a low-level character (73) and a high level character (90+), using two controllers connected to one PC.
2. Enter a campaign zone within level range of the lower-level character (in this case Holten, level 63).
3. Using the higher-level character, find and clear the league mechanic, and collect the crystal. Both characters get the crystal, even though the higher-level character shouldn't be able to.
