Why are people using "Projectile Acceleration III" without any projectile speed in the tree?

What am i missing, are they really just wasting a slot? This can't be right they are top players with hundreds of divines invested in their gear.

Is there any bugged interaction i'm not getting?

[Removed by Support] He has good point. This gem gives zero damage without investing in proj speed. I explained it already lol.
