Nvidia Long Loading Screens

I wanted to give this game a try again now that some issues have been resolved in 0.4, but the loading times still haven't been resolved and I haven't been able to find any methods of fixing them myself.

I have tried deleting the shader caches in appdata/roaming, reinstalling the game, and turning graphics to the lowest possible, but nothing seems to have any effect. It's wild to me how loading screens can go from a few seconds in 0.3 to several minutes in 0.4, especially since I have pretty modern specs.

Ryzen 7 7745HX
RTX 4070 8GB (laptop)
16 GB DDR5 5200MHz

I was really excited for druid, especially after enjoying coming back to PoE with 0.3 so much, that it's a real punch in the dick that the game is not functioning as intended on my modern hardware.

Is there anything I haven't tried that could help the performance somehow? I've tried messing with settings in game, both before logging in and after waiting for the town loading screens, and it freezes my game every time now. Sometimes it unfreezes, other times it just crashes.

I don't think this is related to the AMD GPU problem since I don't have an AMD GPU.
