Severe server latency/stutter issues on EU servers

Does anyone experience constant server latency spikes? I'm on EU servers and its fluctuating constantly between 100ms and 300ms. Game stutters terribly because of this. Tried different EU servers but it is all the same.

I don't know if it is a reason, but it started after I listed a lot of gems on sell.
