Non Stop Bleed bar appearing next to my Health Bar above Toon

I have the HP bar above my head, but next to it, is a bleed/red bar. It wont go away. It is always present, even if I turn setting off.

Been lke this for a while. Going through Campaign atm, end of Act 2. Started in Act 1

I have 4 socket Spearfield, Rake, Blood Boil, Blood Hunt equipped.
