Molten Vault Overrun by the abyssal only a few abysses

Just ran a Molten Vault with overrun by the abyssal and only 3 abysses spawned on the entire map.

Map info says "Area contains 17 additional abysses" and "Area is overrun by the abyssal"

Also, I am 90% sure only 2 rogue exile spawned while a have 3 tablets that have a +1 on it. (+3 rogue exile from the map info)
