Weird gameplay bug - couldn't cast

I use mind over matter and zealots oath (have a feeling its related), for some weird reason, i cant cast after certain interactions, this happened to me previously also with things like Arctic howl, but i managed to clip this one where I couldn't cast after opening a strongbox.
