Elemental Focus preventing Flammability build up

Support gems that prevent the infliction of elemental afflictions, such as Elemental Focus or Immolate, are also preventing the build up of flammability. This contradicts the tool-tip for flammability, which specifically says that flammability is not an ailment, but instead is a debuff.

This is an extremely minor thing, but it'll bother me to no end if I don't submit a bug report.
