Quest unable to complete

I killed the boss in chapter 4, Tawakai, after i kill him, i did not wait to talk to him, i start to tp back to kingsmarch, then i realize i did not finish the quest, so i tp back to the scene. the npc were missing, i cannot talk to any NPC. i cannot finish the quest.
