Cast On Crit Gem Randomly Stopped working?

Cast on crit randomly stopped working when i was regearing. I have required spirit and attirbutes. It says it wont work because there isnt a Gem socketed in it to turn it on, even tho thuderstorm is in.

Non of these fixes worked
I swapped gear back
I changed THunderstorm to Comet
I cut a new cast on crit

I currently cannot play my build as it is a cast on crit build

edit it is the same on two different characters!?
