[PS5] Pinnacle of Flame quest is broken (2 missing Atlas points)

After defeating the 3 Citadels, I defeated the Arbiter of Ash but got no Atlas book, and Doryani has no dialogue

I am now at 8/10 Boss Atlas points with all 4 other books acquired.

The Pinnacle of Flame quest is no longer in my quest log.

I have a guild mate who is also having the same issue. Fighting Arbiter again does nothing.

same problem here did you find a solution? i don't seem to find one. i tried t81 map boss redo arbitrer and uber arbitrer. i killed arbitrer of ash before doing to citadel part, no more quest so maybe that's the problem idk
