anti-freeze charms are not working

I would like to inform you that all anti-freeze charms are not working. To be more precise, it shows a 0/0 charge level, meaning there's no way to charge them. I also want to inform you that there's nothing in my build that's disabling the item; I simply can't use my Nascent Hope Thawing Charm.
