Good day!
I have been playing consistently for the past two weeks. I have already leveled two characters to level 90+ and have run well over 150 maps. However, I still have not found a single Citadel, while my friends got theirs almost immediately, around their 5th map, right nearby.
Can someone tell me if I'm doing something wrong or if this is a bug?
I activated the quest in The Burning Monlolith.

Do you see corruption in fog? If you don't then you are bugged

Do you see corruption in fog? If you don't, then you are bugged
I can see one corruption in the fog; I have found others, but half my nodes going into the mist won't allow me to run the following map or push back the fog.
Releasing an update a couple of days before they go on Holiday break is always such a bonehead idea; they really should do it a week earlier or wait till they get back.

If you're talking about the light from the citadels, then no, I don't see it, even though I've opened a lot of the map.

It is a bug, one that existed in 0.3, and somehow they didn't bother to check, but decided to lock down six mod maps behind doing it. Endgame rework should have been the priority over anything else.
Hell, they should have delayed. They took the wrong message from the fact that people were mad that PoE1 didn't get an update for almost a full year. We are fine with delays of a week to a month, but not a full year for PoE1, especially when they said PoE2 would not impact its development.

Christmas is the best time to release game money-wise that's why 0.4 is early

After I contacted GGG support and created a thread, you won't believe it, but I now have Citadels =)
