Lightning Coil Valako's charge bug??

Issues:

I equipped this armour and was messing around with ways to trigger it. once i found a way, i went to socket gems into it and could not. it turns out i did not meet the requirements to use this skill (lvl 19 version requiring 75dex), even though it would proc (using scolds bridle phys converted to lightning). it was also not flagged with a red ! showing that i did not meet requirements.

Possible solutions:
#1
make the skill unusable when not meeting the skills requirements(not a problem at lower levels of the skill as the armour does require dex to use), and add a red ! to it.
