Read this again, but more carefully. " Chill Magnitude depends on the Chilling damage dealt relative to the target's Elemental Ailment Threshold " Created Chilled Ground Chills as though dealing damage equal to 100% of the Ice Crystal's maximum Life Crystal life affects chill magnitude, it does not deal damage. It's not great anyway. It seems to only affect one of the crystals per skill use. So it won't work with something like glacial bolt to spread lots of chilled ground.
