In my tornado build I tried using archmage for my tornado. However, the tooltip does not increase in damage. In addition, the unbuffed tornado never shocks. That's when I noticed that the 'Gain extra damage as fire damage' on my staff never allowed for my tornado to build up flammability.

Also I've tried with mana tempest. Never shocking and no gained damage from looking at HP bars

Tornado can’t apply ailments

Okay perhaps my testing method is bogged then. It still should have increased damage, no? It does not seems like it has that either. Also, it does not say anywhere it cannot apply ailments (although I am sure you are correct).

Tornado deals damage over time, so it cannot benefit from gain and cannot inflict ailments
