Staggering palm buff not working after shapeshifting and going back to quarterstaff

for context i was planning whirling assault and cross slash out of the animation and stay in the wolf form for moving around.
if i have staggering palm buff active shapeshift into wolf and transform back to human the buff is still active in the top left, but my QUARTERSTAFF skills dont shot projectiles.
