Named abyss prophecies and armour pieces

Why named prophecies can be used only on weapons/jewellery, but not on armour items? What is the point of this exception?
Lets say, you want something specific, like arcane surge on gloves. You'll have to find a pair gloves that suits you, which also has resistances you need, and empty suffix. That's already quite a price. And then you have like a 1 to 15 chance to hit arcane surge. Good luck looking for 15 pairs of gloves that you can equip without breaking attribute/resistance balance.
How armour deserved such an exception for these prophecies?
