tornado + cast on elemental ailment in abyssal depths doesnt work

while in the abyssal depths cast on ele ailment tornado stops working after the first few cast trigger, the energy counter goes up and is consumed but no tornadoes are made

20% cast on ele ailment, tornado, over abundance 2, swift affliction 2, physical mastery, magnified area 2

I have similar issues with Cast on Crit as well in Abyssal Depth. The energy meter on the buff will show it go up too 99 and back to 0. I had spark socketed in one instance and Comet/Living Bomb on another - but this is issue persistent.
